Transparency International considers the Customs Service and State Fiscal Service the most corrupt bodies in Ukraine

In an interview with Ukrainian News, the Executive Director of the international anti-corruption organization Transparency International in Ukraine, Yaroslav Yurchyshyn said that he believes that the most corrupt authorities are the State Fiscal Service and Customs.

"I think that the Fiscal Service and the Customs [are the most corrupt] due to the huge impact on the business. Business is resources and, accordingly, the ability to influence the position," he said.

According to Yurchyshyn, the situation in the courts has the most negative impact on the level of corruption.

"Out of 176 countries we rank 131st in perceived corruption. We need to significantly overhaul the relations of society, state and business," Yurchyshyn noted.

He also said that one of the current leaders in corruption is the health sector.

"If the GAI (traffic police) was the leader of corruption relations with citizens in 2013, now the patrol police are in fact the leader in terms of citizens' trust. At the same time, there are new leaders of corruption. Health care service is in first place. We are trying to change the situation for the better, making great efforts, together with the ministry’s team and patient organizations," he said.

According to him, the second most corrupt industry is the sphere of education, where people face hidden or direct bribes.

Yurchyshyn noted that the situation with corruption in Ukraine had changed after the EuroMaydan.

"It became different. That is the first. According to the Global corruption barometer, the Ukrainians began less likely to face corruption, but to hear more about it. And they hear about total corruption in the highest echelons of power. It was previously discussed quietly, in the kitchen and only in some broadcasts during Yanukovych’s times. It was even dangerous to talk about corruption in 2013, for which it was possible to suffer," he noted.

Yurchyshyn added that now it is popular to talk about corruption and expose it.
