Ukraine may establish a NATO doctrine and tactics center

By the end of the year, Ukraine is exploring the establishment of a NATO Center for Doctrine and Tactics within the Navy , as reported by the Deputy Chief of Staff of the Ukrainian Navy for Euro-Atlantic integration, Andriy Ryzhenko.
"Consideration is being given to the establishment of a NATO doctrines and tactic center by the end of 2017 to adapt national directives based on the relevant NATO ones," he said in an interview with the Ukrainian publication Dumska, while commenting on the results of the recent Sea Breeze exercises.

According to the Deputy Chief of Staff, this will improve the training of officers of the Ukrainian fleet, as well as avoid duplication in the planning and conduct of combat training activities.

Ryzhenko noted that a permanent governance structure for the operational level management of the Ukrainian Navy, which will be developed in accordance with the Maritime Operational Center, is planned to be implemented in time for the upcoming Sea Breeze exercises. "To this end, the establishment of the Naval Command of the Navy is planned for the end of 2017, taking into account the MOC (Maritime Operations Center) facility, which will be responsible for the final planning of maritime operations and command and control during Navy operations. This unit will be a real practical step in the implementation of the Strategic Defense Bulletin, will combine efforts in training with the help of NATO experts, and will preserve the experience that has already been accumulated," Ryzhenko said.

He also noted that "NATO's 46 key doctrines, which constitute the operational doctrine of the Alliance (the so-called Allied Joint Publications), should be included in educational programs at all levels of military education, both at the National Defense University and in specific academies (institutions)." "The core doctrine for the Navy is the 'Allied Joint Maritime Operations' Doctrine’, " said the Deputy Chief of Staff of the Ukrainian Navy.
