OSCE: Ceasefire violations in Luhansk have doubled

The observers of the Organization for Security and Cooperation in Europe Special Monitoring Mission recorded a reduction in the number of shelling incidents in the Donetsk region and an increase in the Luhansk region, according to the Mission’s report published on the Organization’s website. The report revealed that 527 explosions were recorded in the Luhansk region, more than double the incidents observed in the previous recording period when approximately 225 explosions were documented.

“The ceasefire violations occurred mostly in the western part of the Luhansk region,” the observers noted. About 270 explosions were recorded in the Donetsk region, compared to the previous reporting period when 870 explosions were logged. “At least 114 explosions were recorded near Yasynuvata-Avdiivka-Donetsk International Airport. Almost 70 explosions were recorded in the area west of Horlivka,” the report says.

The observers noted that they have been trying to get unlimited access to the sites of withdrawal of forces and weapons in the areas of Stanytsia Luhanska, Zolote and Petrovske in accordance with the framework agreement of September 21. “Access in all three areas remains limited. The mine clearance operations or fencing of explosives stipulated in the decision of Trilateral Contact Group were not recorded in any of the three areas,” the Mission stated.

While detailing casualties among the civilian population, the OSCE reported that a man who was injured because of shelling is in the intensive care unit of the hospital in Toretsk. “A man reported that he had an exit wound on the left leg and fracture of the right leg. According to medical personnel, a man was injured on November 9 as a result of shelling near Verkhnyotoretske, which is under government control,” they noted.
