Speaker of the Ukrainian Parliament: introduction of visas with Russia may be considered during next plenary week

The Chairman of the Verkhovna Rada, Andriy Parubiy said that the Ukrainian parliament may consider introducing visas with Russia as early as next week.

"Yes, there is a possibility that the question of the introduction of a visa requirements may be filed with the Cabinet of Ministers during the next plenary week, if, as a result of consultations, we reach a consensus," he said.

"I have repeatedly stressed that this idea is very important for me. In fact, when I was Secretary of the National Security and Defense Council, this idea was voted on. But it is very important that this issue, when it enters the hall, be supported by the majority," added the speaker.

The decision to introduce a visa regime with Russia was adopted by the National Security and Defense Council of Ukraine in March 201. At that time, the authorities did not dare to take that step. Prime Minister Arseniy Yatsenyuk has said that many Ukrainians, primarily in the east and south of Ukraine, who go to Russia for work and have a kinship relationship on the other side of the border, are interested in preserving the visa-free regime. As a result, it was decided to tighten access control on the border with the Russian Federation.

In February 2016, the First Deputy Chairman of the Verkhovna Rada, Andriy Parubiy, along with other deputies, registered a resolution to end the visa-free regime agreement between Ukraine and Russia.

In May 2017, information appeared that Verkhovna Rada had conducted a reconciliation of votes to assess the prospects for the introduction of a visa regime with Russia.

On June 1, 2017, Secretary of the National Security and Defense Council Oleksandr Turchynov stated that the issue of the visa regime with the Russian Federation "is not just overdue, but overripe." On June 24, he said that Ukraine would toughen entry conditions for Russian citizens. Until visas are introduced, border passes will be issued only to owners of biometric passports.
