Media: Land market launch in Ukraine to be removed from IMF memorandum

The point on the necessity of launching a land market will not be an obligatory condition for the allocation of the next tranche from the International Monetary Fund (IMF) to Ukraine, AgroPortal reported with reference to a source close to the negotiations in the US.

“President Petro Poroshenko asked for the matter of launching a land market to be removed from the agenda, and Christine Lagarde agreed,” the source reported.

According to the source, the point on the necessity of launching a land market will be removed from the memorandum between Ukraine and the IMF.

“As of today, an agreement was achieved between Poroshenko and Lagarde to exclude the land reform from the list of matters which influence the allocation of the tranche,” the source added.

Since 2001, there has been a moratorium on the sale and purchase of agricultural land in Ukraine. In October 2016, the Verkhovna Rada extended its validity until the end of 2017.

The memorandum with the IMF states that by the end of May 2017, Ukraine plans to adopt a law regulating the turnover of agricultural lands, and from 2018 (after the moratorium expires), to begin the sale of agricultural land.
