Experts: Russia is trying to influence domestic policies and public opinion in Finland
Russia represents a growing risk for Finland according to a recent report of the Institute of International Relations of Finland.
Finnish state broadcasting company YLE reports that according to the document, Russia uses more aggressive methods to achieve its foreign policy goals. In addition to this factor, the development of the domestic situation in Russia also poses a risk to Finland. The experts presented a list of possible threats to Finland as well as recommendations for risk prevention.
According to the report, the Russian system of governance is not able to effectively and wisely improve the economic and social order in the country. In addition, the market mechanisms in Russia are imperfect. The big state-owned companies are helping to implement the goals and objectives of the domestic and foreign policy of Russian leadership. The development of the situation is unpredictable and the country's economic problems continue to worsen. As a result, the experts conclude that Russia has created an unstable environment for doing business. In this case, the greatest threat is the deterioration of the economic situation that can lead to an internal political crisis.
Due to these circumstances, Finnish companies are recommended to avoid major strategic investments in Russia. "Russia cannot become a lifeline for Finnish exports, even if all sanctions are lifted," the experts noted.
They also point to the unpredictable policy of the country, adding that "the Russian system of governance is based on personal ties and informal relations." The report also discussed the tougher atmosphere in Russia.
"The use of Russian energy resources is directly connected with the policies of the authorities,” the experts continue. “Energy resources, as well as the army, are important strategic resources. At this point in relations with the West, Russia used more ‘carrot’ than ‘stick’, but this is not the key to the continuation of this policy... Until now, Russia did not exert pressure on Finland. However, Russia did influence Finnish-owned energy company Fortum to participate in the construction of nuclear power plant Pyhäjoki."
In addition, according to the report, Russia is trying to exert influence on domestic politics and public opinion.
"For historical reasons, it is difficult for Russia to influence the Finns, though they have attempted to do so. The risk is that Russia will celebrate the 100th anniversary of the revolution simultaneously with 100-year anniversary of Finland's independence. This, in turn, may call into question the independence of Finland," the document stressed. The experts encouraged the authorities to send more forces to ensure a timely response, despite Russia's actions.
"We need to talk openly about attempts to influence domestic politics and public opinion,” the experts said. Finland should deepen its defense cooperation with Western partners at all levels and also ensure its own defense capabilities as a signal for both East and West.
Experts pointed out the difference between rich and poor regions in Russia.
"The regional policy of the country adheres to the principles of the political importance of the regions when, for example, the financial support of the Crimea and Chechnya is at the expense of other regions. As a result, social and economic differences between regions are growing. This can lead to increased protests, which the central government may respond to with violence. Finland may not be ready for such situations. It is likely that in the end, cooperation with countries allied with the Finns will become more complicated. Cooperation in the field of environmental protection in frontier regions will be affected as well," stated the report.
