Russia is continuing the Soviet practice of providing cash injections to regimes in African, Latin American and Central Asian countries that are loyal to the Kremlin.

Russia falls behind Ethiopia in adult survival rate
In Russia, the proportion of 15 year-olds who are expected to reach 60 years of age is lower than in Kazakhstan, India, Mongolia and Ethiopia, according to estimates by the World Bank. For the first time, the World Bank released a Human Capital Index (HCI) which attempts to “measure the amount of human capital that a child born today can expect to attain by age 18”.

Russia to write off Ethiopia's $160 million debt
The Prime Minister of Ethiopia, Tedros Adhanom, during an interview with Interfax, indicated that Russia has agreed to write off Ethiopia’s $160 million debt.
“During negotiations with Russian Foreign Minister Sergey Lavrov this week in Moscow, it was agreed that Ethiopia’s $160 million debt will be cancelled. We agreed that these resources will best be used towards the ‘Debts in Exchange for Development’ project in Ethiopia involving Russian companies,” the Prime Minister explained. …
