Kremlin prepares bill requiring Russian citizens to monitor foreigner guests

As the newspaper Izvestia reports, Russian citizens and companies will be required to monitor the behavior of foreign guests and partners, so that the purpose of their stay in the country and the terms of the visit correspond to those planned. Otherwise, violators will face fines.

The draft amendments were developed by the Ministry of Internal Affairs and it was supported by the government commission of legislative drafting.

According to experts, it won’t be easy to check whether these regulations are followed by Russian citizens, so the question of implementation of these rules remains open.

According to amendments proposed by the Ministry of Internal Affairs, the fine for individuals will be from 2,000 to 4,000 rubles ($35 USD - $70 USD), and for legal entities - from 400,000 to 500,000 rubles ($700 USD-$876 USD). Those who do not ensure the departure of an invited foreigner will be fined as well.

As the initiators of the draft bill explain, at the moment, those who invite foreigners have no obligation to monitor the foreign guests during their visit.

After approval by the Legal Affairs Committee, the document will be discussed at a government meeting. If it is supported, it will be sent to the State Duma for review.
